(HCO PL 13 Oct 70 II)...' expression refer to all meaningful written statements in the language which can be sorted, stacked, and stocked for further study into the potential underlining and overarching meaningfulness of the ongoing development of our language.

Why - is capitalized

I reverted your edit Howard. A "Why" as defined here, is capitalized. Having that definition pop up every time the word "whyThat basic outness found which will lead to a recovery of stats. (HCO PL 13 Oct 70 II)" is used in a sentence makes no sense don't you think?
