The PDCs audio lectures, are the recent (GAT) versions which have been altered by the CofS postA position from which a terminal operates in an org, where one knows that somebody is at. (FO 2200)
1990. As an example PDC 15 - The Logics: Infinity-Valued Logic, LRHL. Ron Hubbard states in the original audio lecture

This is written in at the bottom of page 253 of the PDF transcript, but is edited out of the recent audio version by the corporate CofS. The statement is best read in context.

We get people asking bout the speed of downloading torrents because sometimes there's a lag between the time when one starts a torrent download and when it actually starts.
Torrents are different from downloading a file from a server in that they are taking separate pieces of the file from a number of different computers across the world rather than one single location. Sometimes it can take a bit for the software to find all these different computers and begin the download.
To speed this process up, we've set up two separate "seed boxes" which are turned on and ready to download 24/7.
But even with these added resources, it can take a bit for the downloads to get going.
Be patient and realize this is the best way we can offer to solve the problema problem is postulate-counter-postulate, terminal-counter-terminal, force-counter-force. And you can help speed this up by leaving you torrent software open as much as possible so you are sharing small portions of the downloads with others as well.
