I might be of some help.

When LRHL. Ron Hubbard wrote The Way to Happiness he was in hiding with Pat and Annie Broker, so I was not there. But what I do remember is that when the book was received, the LRHL. Ron Hubbard PRAbbreviation for public relations. The art of making good works well known. (HCO PL 21 Nov 72 I) had to get it published and do up a campaign around it and the Snr CSAbbreviation for 1. Case Supervisor. 2. Commodore's Staff. (Modern Management Technology Defined (C) 1976). Int Office had to work out the rundown of processes. This is what RTRC (LRHL. Ron Hubbard Tech and Research Compilations) would do. They would take everything LRHL. Ron Hubbard had written or spoken about a subject and put the processes together and write it up in bulletin form under the name of LRHL. Ron Hubbard.

Based on the year TWTH came out, the rundown would have been compiled by David and Merrill Mayo, Julie Gillespie-Mayo and perhaps Penny Eldredge.
